The Government of the day brought in the concept of Common Effluent Treatment Plants (CETPs) that would treat the effluents of all the small and medium industries. But this could not make much headway. Further, due to coming up of chemical and other highly polluting industries in the State, the situation of pollution had worsened. It was at these times that, on the order of the Gujarat High Court in 1996 and later on, over a thousand of industries were closed down on account of pollution.

The Government of Gujarat after careful consideration then decided to constitute an Institute on lines of National Environment Engineering Research Institute (NEERI). The Institute; to be called Gujarat Environment Management Institute (GEMI); it was envisaged, would provide environmental solutions to Industries and all environmental problems of the State. The Gujarat Environment Management Institute (GEMI) was constituted in accordance with the Govt. Resolution No. ENV-1098-1280-P, dated. 1.2.1999 issued by the Forest & Environment Department, Government of Gujarat, with its Head Quarter at Vadodara.
The Institute shifted it’s headquarter to Gandhinagar on 1st November 2011. After shifting to Gandhinagar, the Institute was given a boost with new vigour. The revamped Institute started contributing to the environmental action based on awareness about the environment issues. The Laboratory of GEMI was recognised as a State Laboratory under the provisions of the Water (Prevention and Control of Pollution) Act 1974 and the Air (Prevention and Control of Pollution) Act 1981 by the Forest & Environment Department, Government of Gujarat as “State Water Lab” and “State Air Lab” vide notification no. L2RNP/G/GNR/84 dated on 01/09/2012. The Government of Gujarat has also specified Gujarat Environment Management Institute’s Laboratory, to be called as GEMI’s Laboratory. The Scientific Officer of GEMI has also been appointed as Government Analyst under the provision of Water Act 1974 vide notification no. GNV (30)/ENV-10-2011-1941-E dated 22/01/2013.
