On 19 February 2021, the Cabinet of Punjab under the chairmanship of Chief Minister Amarinder Singh enabled the villagers living within the red line to demonetize their property rights and avail the benefits provided by the government department, institute and bank. The implementation of Mission Lal Streak has been approved.
Recently, the Punjab Cabinet approved the implementation of the mission 'Lal Lakir' in all villages across the state. The main objective of this mission is to provide facilities to the villagers for property rights and benefits provided by government departments, institutions and banks.
There is no record of rights available for such properties in the 'Lal Lakir' mission, so at present, the dematerialization cannot be done as per the actual value of the property and no mortgage can be made on such properties.
Under this mission, the right to record the properties in the 'red streak' in the villages of the state will be prepared in collaboration with the Government of India under the SVAMITVA (Survey of Villages and Mapping with Improvement Technology in Rural Areas) scheme.
According to the government, there will be such houses within the 'red streak' that do not have any property other than 'red streak' areas. The 'red streak' refers to the land that is part of the village 'population' (habitation) and is used only for non-agricultural purposes.
- There will be a mapping of land, house, habitation and all other areas coming under the 'Lal Lakir' mission.
- This will go a long way to improve the standard of living of the villagers and increase their self-esteem.
(हाल ही मे, पंजाब मंत्रिमंडल ने राज्य भर के सभी गांवों में मिशन 'लाल लकीर’ के कार्यान्वयन को मंजूरी दे दी | इस मिशन का प्रमुख उद्देश्य सरकारी विभागों, संस्थानों और बैंकों द्वारा उपलब्ध कराए गए संपत्ति के अधिकार और लाभ उठाने के लिए ग्रामीणों को सुविधा प्रदान करना है |)
('लाल लकीर' मिशन में ऐसी संपत्तियों के लिए अधिकारों का कोई भी रिकॉर्ड उपलब्ध नहीं है, इसलिए वर्तमान में संपत्ति के वास्तविक मूल्य के अनुसार विमुद्रीकरण नहीं किया जा सकता है और ऐसी संपत्तियों पर कोई बंधक नहीं बनाया जा सकता है |)
(इस मिशन के अंतर्गत राज्य के गांवों में 'लाल लकीर’ में संपत्तियों के रिकॉर्ड का अधिकार SVAMITVA (ग्रामीण क्षेत्रों में सुधार प्रौद्योगिकी के साथ गांवों और मानचित्रण का सर्वेक्षण) योजना के तहत भारत सरकार के सहयोग से तैयार होगा |)
(सरकार के अनुसार, 'लाल लकीर' के भीतर ऐसे घर होंगे, जिनके पास 'लाल लकीर' के क्षेत्रों के अलावा कोई संपत्ति नहीं होती है | ‘लाल लकीर’ का तात्पर्य उस भूमि से है जो गाँव ‘आबादी’ (बस्ती) का हिस्सा है और इसका उपयोग केवल गैर-कृषि उद्देश्यों के लिए किया जाता है |)
- 'लाल लकीर' मिशन में आने वाले भूमि, घर, बस्ती और अन्य सभी क्षेत्रों का मानचित्रण होगा |
- यह ग्रामीणों के जीवन स्तर में सुधार और उनके आत्मसम्मान को बढ़ाने के लिए एक लंबा रास्ता तय करेगा |
